A Case for Multilingual Open-Access Academic Publishing

An open access Farsi translation of our 2016 book Who’s Afraid of Multilingual Education? by Amir Kalan was recently made available. In this post the author explains why the publication of this translation is so important.

Although English academic writing has facilitated communication between scholars from different parts of the world, it has at the same time contributed to complex forms of academic imperialism, which harmfully interferes with knowledge creation and dissemination in languages other than English. In 2016, I published a book with Multilingual Matters about dominant discourses regarding mother tongue-based multilingual education in the Iranian context. The book, entitled Who’s Afraid of Multilingual Education?, was written based on interviews with influential scholars of multilingual education and language rights in order to contribute ideas to the mother tongue education debate in Iran. The open access publication of the Farsi translation of the book recently became possible thanks to Multilingual Matters – who provided the copyright – and University of Dayton – who published the ebook. In this blog post, I briefly write about the significance of the publication of the translation of the book.

Academic publishing in English has created a global community of scholars who share thoughts and experiences about a wide range of topics including global issues that occur outside the English speaking world. Academics working in the Anglo-American world write about other people’s cultural practices, languages, literature, art, and education. Western scholars even write the histories of non-western populations in English, the de facto academic lingua franca. On the other hand, non-English speaking international researchers are also pressured to publish in English for promotion, a trend encouraged by university ranking dynamics. This trend, on the bright side, has been a blessing in that we become aware of issues and conversations in many parts of the world. There is, however, a darker side to this status.

The journal industry and academic publishing apparatus are practically at the service of promoting a commercialized higher education, which uses researchers’ work for marketing purposes as well as knowledge dissemination. Academics’ publications in this sense become the window of the higher education marketplace in the West for potential shoppers. This approach has serious consequences for knowledge creation and consumption. Most accessible knowledge today is packaged in English, which has practically made non-English academic texts be perceived as less reliable. Also, university libraries have become the main customers of publishers because the books are sold at high prices, alienating public audiences – including non-English speaking populations. For researchers, this means investing their lives into books and papers that would only be read by a small number of readers, or even not read at all. At the same time, academics are pressured to publish more and more, resulting in a focus on quantity and repetition rather than quality and originality.

When it comes to international scholars the situation is even worse. International scholars whose research focuses on local contexts beyond the English speaking world are typically required by their institutions to publish in English. International scholars have to write in a language other than their mother tongue and compete with English speaking scholars who are often already connected with the English academic publishing and journal industry. Just as problematically, international researchers’ work often involves local issues, but because their findings are published in English, local populations have almost no access to the results of the research that was conducted for studying their cultures. This phenomenon raises serious epistemological questions about knowledge dissemination and the positionality of researchers as well as significant conversations about ethics of academic publishing.

The Farsi translation of Who’s Afraid of Multilingual Education? bent this model in favour of the population that the book was written about and, to a large degree, written for: Iranian educators. With the situation of mother tongue-based multilingual education in Iran in the background, the book brought together prominent scholars of language policy and linguistic rights in different parts of the world to respond to the doubts and questions of Iranian educators and ethnic mother tongue activists. Although the outcome of this conversation was an analysis of sociopolitical discourses that are meant to undermine the role of minoritized languages all over the world, the catalyst of our conversations was the challenges minoritized students are facing in today’s Iran. Thus, one ideal audience among others for this book would naturally be Iranian teachers eager to learn about effective policies and practices in other parts of the world. Nevertheless, the academic publishing industry has not been designed for interaction with native populations.

Iranian language teachers – especially those in disadvantaged provinces where minority languages are suppressed – would never be able to afford the English book. In some cases the price of one copy of the book would equal an Iranian teacher’s monthly income. Even if an enthusiastic teacher decided to make such an investment, he or she still would have no access to the book. A combination of western sanctions and the Iranian government’s strict censorship policies has practically made the distribution of the book in Iran impossible. Most foreign publishers have no active presence in Iran; online retailers such as Amazon do not provide service in Iran; and western credit card companies have no reach within the country and its banking system, which makes online shopping impossible. In these circumstances, the educators who practically own the conversation which the English book presents have no access to the text written about their lives.

The English version of Who’s Afraid of Multilingual Education? was not funded in any form. The book was not connected to the participating scholars’ sponsored research. The publication was the fruit of personal commitment and interest of researchers who deeply cared about minoritized students. The translator of the book similarly decided to pen the Farsi version out of personal passion without our knowledge. He had finished the translation months before he contacted me to share news about his work. When I approached Multilingual Matters and the University of Dayton about the possibility of open access publication of the book and highlighted the fact that such a move could break the current mode of elite academic publishing, they did not hesitate to support the free online publication of the Farsi version and worked hard to guarantee the high quality of the publication. Multilingual Matters generously provided the translator with the rights to the Farsi version and offered moral support. The manager of University of Dayton’s E-scholarship also worked hard to release the book in the best possible format as soon as possible.

I am grateful to Multilingual Matters and University of Dayton for supporting the open access publication of the translation of my work. Apart from my personal interest in the project, their decision, I believe, has had important ideological, sociocultural, and economic implications. The translation resists the English-only stance of mainstream academic publishing industry. It provides access to local educators who are the real owners of the book content and invites them to share their thoughts about the debate. In other words, the conversation is no longer about them but with them. Additionally, the free online distribution of the book creates access for native teachers who are often financially disadvantaged. It is fair to see this experience as an example of how we can democratize the academic publishing industry and perhaps remedy some of the effects of the current academic colonialism.

Job Changes at CVP/MM: What’s in a Job Title Anyway?

With the welcome return of Elinor Robertson to our office next month after spending a year on maternity leave, we have taken the time to have a reshuffle of some of the main responsibilities within the business, and have a look at our job titles to make sure they truly reflect the work of each team member here at Channel View Publications/Multilingual Matters. With a small business it is natural that we all wear many hats, and so it is nearly impossible to get a single job title to accurately cover all aspects of each person’s work. What is more important is that when we present ourselves to our contacts outside the company, our job titles reflect the level of responsibility that we carry, so that our contacts know who to talk to about any given issue.

Elinor Robertson will be returning to her job in charge of all matters relating to marketing. As the most senior person for marketing, her new job title will be Head of Marketing. Because she will be coming back part-time, she will be passing on her role as Commissioning Editor for our series Aspects of TourismAspects of Tourism Texts and Tourism Essentials to Sarah Williams so that she is better able to dedicate her time to marketing all of our books globally.

 

Laura Longworth will be taking on the newly-created role of Head of Sales, which will involve her taking over the sales related responsibilities that have previously been split between Tommi Grover and Elinor Robertson. Laura will be liaising with distributors, sales representatives, bookshops and wholesalers to ensure that our books get the widest possible distribution, while continuing to manage rights permissions. Laura will also continue to commission for the Bilingual Education and Bilingualism, Communication Disorders across Languages, Early Language Learning in School Contexts, Psychology of Language Learning and Teaching, Second Language Acquisition and Translation, Interpreting and Social Justice in a Globalised World book series.

 

Sarah Williams will take on all commissioning for the Channel View Publications imprint, and with her job as the most senior contact for all production-related issues, her job title will be changed to Head of Production. Sarah manages our freelance production contacts and liaises with all of our suppliers, as well as setting our production strategy and quality values, so carries the responsibility for ensuring that our books are always of high quality, whether they are print books or ebook resources.

 

Flo McClelland, Anna Roderick and Tommi Grover will keep their current job titles as their jobs are not changing so dramatically:

Flo McClelland is our Marketing and Publishing Coordinator and runs all our social media accounts. She also works with our designers and authors on book covers and with Elinor in the marketing department on all matters relating to marketing and publicity. Flo will be coordinating the work of our incoming Publishing Intern (more to follow later) and you will also come across Flo more often at conferences in the future, so please make sure you say hello if you see her!

 

Anna Roderick is our Editorial Director and is in charge of editorial strategy for the business. The subject areas we publish in, and the editorial tone of the business, are a constantly-evolving work; although we naturally stay true to our core beliefs, it is important for us to branch out into new fields and it is Anna who searches out these areas and discovers the inspiration for our future publications. She also commissions everything that isn’t commissioned by someone else, and attempts to make the rest of the editorial department do their admin. Together with Tommi she is half of our board of directors, and shares the legal responsibility for the business.

 

Tommi Grover is Managing Director, and has day-to-day responsibility for all matters relating to finance and the legal side of running the business. He oversees the running of all departments to make sure where possible that each of the heads of departments have adequate resources and skills. Tommi will continue to attend major conferences and book fairs and has commissioning responsibility for our Linguistic Diversity and Language Rights, and CAL Series on Language Education book series.

The Life of a Book – Post-production!

Arguably the most exciting days in our office are the days when new books arrive. We love receiving such packages from the printer and having the final product in our hands, and we’re sure that our authors feel a sense of joy and achievement on receiving their copies. To some, this is seen as the end of a journey – the editorial and production work has been successfully completed and the job of publishing the work is done. But as a publisher, we’d be pretty useless if we saw this as the time to stop working with a book. In fact, for us in the marketing department, this is our moment to shine!

Elinor and I will have been busy in the run-up to publication setting things up ready for the book’s publication. This means that we will already have let all our distributors, wholesalers and sales reps know that the book is on its way; we will have ensured that the book has a complete listing on our website; and we will have provided the author with marketing materials, such as information sheets and discount flyers for them to give to any interested potential readers.

The ground has then been properly laid for us to start the immediate marketing of a book on publication. We announce that the work has been published to as many people as possible. We inform all industry members, such as wholesalers and sales reps, that the work is now available for their customers and try and reach as many customers as possible directly. This might be done by posting on listservs, such as Linguist List (Multilingual Matters titles) and Trinet (Channel View Publications titles), sending a newsletter to our email subscribers, sharing the news with our Facebook and Twitter followers and informing journal book reviews editors and authors of related blogs, for example.

All our new books are available simultaneously as print and ebooks, so there is also work to be done to get news of the ebook out. Sarah, our production manager, ensures that the book is available to purchase on a variety of platforms, and we ensure that it is also available on our own website. At this stage we also start to send out inspection/desk copies to those who have requested one from our website and we give the option of an ebook rather than a print copy. This means that course leaders get the text immediately and can start considering it for adoption on a course much quicker than the traditional way.

Once the initial marketing has been completed and the buzz may have quietened down, we continue to publicise the work through other avenues. Common ways of doing so are through our catalogue mailings, and additional flyers and materials we produce for our sales reps, series editors and authors to distribute. We also attend many conferences throughout the year and always have lots of our recent and relevant titles with us on display. On occasions when we can’t attend an event in person we frequently send display copies and discount order forms to continue to make potential readers aware of our books.

When a book reaches 6 months old we review its progress at an editorial meeting. We look at the sales figures and discuss how its early sales are looking. This is a useful stage to review a title as it is still young enough to be of interest to booksellers and so we give a title a marketing boost if we feel that we may have missed an opportunity. This is the time when we start to see the very first reviews of a book appear in journals and these continue to appear over the course of the next few years.

On a book’s first birthday we again review its progress and might even start to think about reprinting copies of the work if it has been particularly successful. We monitor our stock levels each month so we try and ensure that we are on top of demand and that a book is always available, but occasionally we’ll receive an unexpected order, perhaps if it is suddenly adopted for a course and we receive a bulk order from a university bookshop preparing for the start of a semester.

We continue to monitor sales annually and promote the book when appropriate for as long as there is demand for it – often for many years after publication. Occasionally a book will receive additional attention, such as from a foreign publisher wishing to buy the rights to translate it into a foreign language. This is a really exciting time and such news is always greeted enthusiastically both in our office and by an author who is usually chuffed to hear that their work is to be translated and published for a new audience. We have recently sold our books for publication into languages such as Japanese, Chinese, Bahasa Melayu, Arabic, Korean, Macedonian and Greek. Of course at this point, the book gets a second lease of life and it’s down to the foreign publisher to repeat the life cycle of a book as outlined in this post!

Requesting permission to re-use our content

In an earlier blog post I explained what copyright actually is. This post looks at what we actually do when a permissions request comes in.

BooksAs a reader of one of our books, you may have spotted that our authors are noted as the copyright holder to their work on the copyright page of their book. It would therefore appear that it is them you should contact to clear permission to re-use some content. In fact, when an author signs a contract to have their book published with us, they license us to deal with all copyright matters on their behalf so we sort out any permissions requests for them.

In order to clear permission to re-use our content we ask for the standard form on our website to be submitted. That form is then emailed to our “info box” which is checked by Flo several times a day. She then redirects the email to me and I look into it. I try and respond as soon as I can to requests (usually on the same day); delays only tend to happen in cases where copyright needs to be checked or I am on holiday!

The first thing I do when I receive a permissions request is to check that our author is the copyright holder as it is not uncommon for me to receive a permissions request that is not actually mine to grant! This happens most frequently when our author has cleared permission to re-use content from another publication in their book. It is then the original copyright holder who can grant the permission and not us.

Once I have checked that we can grant the permission I then look at the requested use of the content: whether it is for inclusion in a thesis, journal paper, monograph, textbook, handbook etc. I also look at the expected print run and whether print or electronic rights are required. All these factors play a role in helping me to decide whether to charge for the re-use of material and, if so, how much. I then complete a certificate explaining that we grant permission and under which conditions it is granted.

Other requests which are forwarded to me include general questions about copyright, including content in institutional repositories and posting content on personal websites. What is copyright and why is it important?

Here at Channel View Publications/Multilingual Matters I wear several different hats and one of these is Rights Manager. When I have my Rights Manager hat on, one of my responsibilities is to deal with all our incoming permissions requests. I also offer guidance to our authors who need to clear material for inclusion in a forthcoming publication. Before explaining how we deal with copyright, it makes sense to first explain briefly what copyright actually is.

The general rule is that “He who writes it down has the copyright”. You do not need to register your copyright; in order for something to be copyrighted it simply needs to be recorded in a permanent way, be that in the form of a book, a website, a recording, illustration or any other format. Even if the material is freely available or does not have the copyright symbol (©) alongside it, the person who originally created it will own the copyright. The copyright symbol is very useful for identifying who the copyright holder is.

Copyright differs from plagiarism and should not be confused with it. Copyright infringement is the copying of material without permission, whereas plagiarism is the copying of ideas either without attribution or with a false attribution.

The copyright lies in the expression of ideas, not the ideas themselves. This means that ideas can be copied (of course only with acknowledgement of their origin to avoid plagiarism) but the layout, be that, for example, the exact wording or presentation of information cannot be copied without permission or substantial adaptation.

In the UK, copyright lasts for 70 years after the death of the last surviving author, only after this time period can works be copied without permission. Other occasions when permission may not be required in order for material to be republished include:

  • Fair use – this is when the amount copied is an unsubstantial amount of the whole original work, an example would be a 100 word quote from a 300 page book not requiring permission to be cleared. The value of the whole original work should be taken into account: while 2 lines of a poem might seem like an unsubstantial amount, if the poem is only 6 lines long then permission is definitely required to republish!
  • Some items, such as a nutritional table on food packaging, are not copyrighted as there are only so many ways that such information can be displayed. A unique or novel way of displaying it would however be copyright protected.
  • A photograph you have taken is not necessarily your copyright. For example, if you have photographed an advertisement and the advertisement forms the main focus of the image the designer of the advertisement/company advertising will still be the copyright holder as by photographing you have made a copy and not a unique expression of the idea.
  • Some materials are termed “orphan works”. This is when, despite considerable efforts, the copyright holder is unable to be found or contacted. When orphan works are used without permission a record should be kept of the ways in which reasonable efforts have been made to contact the copyright holder.
  • In academic publishing it is common for material to be reproduced without permission if it is in the form of a review or scholarly criticism. Accreditation to the original author should, of course, be given.
  • If the work is available with a Creative Commons license then it may be usable without permission. There are different types of Creative Commons licenses, each one offering a different degree of flexibility. The meaning of each license can be checked here: creativecommons.org/licenses
